Bauchi State Convenes High-Level Stakeholders Meeting to Refine Digital Economy Legal Framework

14th April, 2026, BAUCHI, NIGERIA — In a strategic move to position the state as a leading hub for innovation in Northern Nigeria, the Bauchi State Bureau for ICT and Digital Economy hosted a critical Stakeholders Engagement and Validation Meeting on April 14, 2026.

The event, themed “Perfecting the Legal Framework for Bauchi’s Digital Future,” took place at the Ahmadu Bello Hall, International Conference Center, Bauchi. It brought together policymakers, tech industry experts, academics, and youth innovators to deliberate on the domestication of the Bauchi State Startup Act.

From Policy to Prosperity

Delivering the keynote address, Umar Saleh Gwani of Galaxy Backbone emphasized the transition from mere policy discussions to “tangible economic prosperity.” In his presentation titled “From Policy to Prosperity: Leveraging the Bauchi Startup Act to Build a Sustainable Innovation Ecosystem,” Gwani cautioned against a “copy-paste” approach to development. Instead, he advocated for a localized Bauchi model that leverages the state’s unique strengths in agriculture and its vibrant youth population.

A Localized Startup Act

The Director-General of the Bauchi State Bureau for ICT and Digital Economy, Malam Hayatu-deen Babamaji, noted that the domestication of the Startup Act is a historic step. “This framework is tailored specifically to suit the needs of Bauchi’s youth. We are not just launching a program; we are setting a bold agenda for our digital future,” he stated.

The meeting featured a technical review of the Act led by Ibrahim Bello, Head of Policy and Strategy. Stakeholders participated in breakout sessions to ensure the legal framework addresses local challenges, including the removal of “the experience trap”—traditional barriers that often hinder young innovators from accessing government contracts and support.

Key Highlights and Infrastructure

A significant portion of the dialogue focused on Digital Public Infrastructure (DPI). Experts argued that for the Startup Act to succeed, the state must prioritize digital identity systems, secure payment platforms, and open data exchange.

The event also celebrated local talent, presenting awards to winners of the Bauchi State Privacy Week Creative Challenge. Shuaibu Ahmed clinched the first position, showcasing the high level of digital creativity already present in the state.

Looking Ahead

In his closing remarks, Sadiq Musa Liman, Senior Special Assistant (SSA) to the Governor on ICT, reaffirmed the administration’s commitment to “radical transparency” and merit-based growth. He noted that the state is actively aligning with federal initiatives like the iDICE (Innovation in Digital and Creative Enterprise) program to provide investment seeds and research grants for local startups.

The validation meeting concluded with a vote of thanks from Prof. Abdulsalam Gital, Dean of the Faculty of Computing at ATBU, who pledged the support of the academic community in implementing an updated digital curriculum across the state’s technical colleges.

With the successful validation of this framework, Bauchi State moves one step closer to establishing a secure, inclusive, and globally competitive digital economy.
